Registration

Every car on the road in the UK must be registered with the DVLA (Driver and Vehicle Licensing Agency). When a vehicle is first registered, it is given a number plate and a permanent record for tracing owners. The cost of this registration is included in the on-the-road (OTR) price (or list price) of a new car.
